    Forestry leads the way in heavy transport

    The pioneering role that the South African timber industry has played in the implementation of the Road Transport Management System (RTMS), a self-regulatory programme focusing on load optimisation, driver wellness, vehicle maintenance and productivity, has paved the way for the introduction of PBS. RTMS accreditation is a pre-requisite for any transport contractor wishing to operate a PBS vehicle. Without RTMS there would be no PBS.

How do I get accredited?

Accreditation is built on three principles: loading within the legal load limit, driver wellness and vehicle fitness.

Ten rules and requirements have been developed around these principles:

  • Maintain an inventory of nominated vehicles
  • Assess the vehicle mass before each laden trip
  • Verify the mass determination method
  • Maintain vehicles in a roadworthy condition
  • Ensure vehicle and load safety
  • Manage driver wellness
  • Provide training and education
  • Assign tasks and responsibilities
  • Keep records and documentation
  • Perform an internal review (self-audit)

Step 2: Get overloads within agreed limit

In order for a transport operator to become accredited, no more than 4% of all their trips measured on a monthly basis are allowed to be overloaded. An independent auditor must be able to verify the accuracy of such a claim.

Step 3: Perform an internal audit

The company must perform an internal audit, as laid down in the SABS document, SANS 1395:1, as specified under the requirements.

Step 4: Perform an external Audit

Contact a recognised third party auditor to conduct an audit on the implementation of RTMS in your organization. The auditor will make a recommendation to the RTMS, who will issue a certificate upon the successful completion of the audit.

Benefits of Accreditation

Transport operators who invest in becoming RTMS accredited are recognised for their commitment to responsible business through a series of concessions.

The most notable is the opportunity to investigate the implementation of Performance Based Standards (PBS). This in short means that a vehicle can be designed outside the current legal limits, whilst still complying with certain safety and other requirements and can, therefore, carry heavier payloads. The Minister of Transport has given permission for the development of two such vehicles in the forestry industry which will be used on a trial basis. These pilots will run for three years and will be closely monitored in terms of safety and a host of other characteristics, such as productivity, cost, fuel economy, etc. Both Sappi and Mondi have invested in the development of two PBS vehicles, one being operated by Timber 24 and the other by Super Group Transport. The initial results are very favourable. A second concession (Weighless) has been successfully negotiated in KwaZulu-Natal, resulting in certified hauliers not being stopped when weighbridges are full.

New logging truck fleet boosts profitability

Pulp and paper manufacturer Sappi Forests and its contracted timber hauling firm, Timber Logistics Services (TLS), have invested in a new 15-truck fleet of specialised abnormal load logging MAN Truck & Bus Smart Trucks to replace its existing fleet.

Guided by the Road Transport Management System (RTMS), an industry-led self-regulation programme designed to ensure road safety, load optimisation and driver and vehicle fitness, the fleet will transport raw timber from Sappi Forests’ pine plantations in the Umkomaas region of KwaZulu-Natal (KZN) to its Saiccor mill, south of Durban.
