    Forestry leads the way in heavy transport

    The pioneering role that the South African timber industry has played in the implementation of the Road Transport Management System (RTMS), a self-regulatory programme focusing on load optimisation, driver wellness, vehicle maintenance and productivity, has paved the way for the introduction of PBS. RTMS accreditation is a pre-requisite for any transport contractor wishing to operate a PBS vehicle. Without RTMS there would be no PBS.

What is RTMS?

Despite concerted and ongoing efforts for an effective law enforcement strategy by the road and traffic authorities, the sharp increase in heavy vehicle traffic and the effects of overloading continue to be a major problem on South African roads. Overloading causes premature road deterioration and, together with inadequate vehicle maintenance, high levels of driver fatigue and poor driver health care programs, contributes significantly to South Africa’s poor road safety record. The Road Transport Management System (RTMS) is a self regulation initiative that has already shown outstanding results since its implementation and supports the Department of Transport’s National Overload Control Strategy (NOCS).

RTMS is an industry–led, government-supported, voluntary, self-regulation scheme that encourages consignees, consignors & road transport operators to implement a management system (a set of standards) that demonstrates compliance with the Road Traffic Regulations and contributes to preserving road infrastructure, improving road safety & increasing productivity.

The RTMS draft standards (titled ARP 067) has been compiled by the South Africa Bureau of Standards (SABS) and compliance is assessed by accredited 3rd party auditors.

In summary, RTMS therefore is a system that voluntarily regulates the heavy vehicle industry and has achieved significant results in :

  • Reduction and minimisation of overloading
  • Preventing road damage and preserving our infrastructure
  • Enhancing the safety of heavy vehicles on our national roads
  • Taking care of truck drivers’ health (Driver Wellness Initiatives)
  • Reduction of traffic violations (e.g. reducing speeding incidents)
  • Improving efficiency in various industry supply chains
  • Actively promoting skills development within the transport sector
  • Companies measuring their performance and taking responsibility for the impact of their activities.

New logging truck fleet boosts profitability

Pulp and paper manufacturer Sappi Forests and its contracted timber hauling firm, Timber Logistics Services (TLS), have invested in a new 15-truck fleet of specialised abnormal load logging MAN Truck & Bus Smart Trucks to replace its existing fleet.

Guided by the Road Transport Man- agement System (RTMS), an industry-led self-regulation programme designed to ensure road safety, load optimisation and driver and vehicle fitness, the fleet will transport raw timber from Sappi Forests’ pine plantations in the Umkomaas region of KwaZulu-Natal (KZN) to its Saiccor mill, south of Durban.

On obtaining RTMS accreditation, operators are issued with Smart Truck permits by the national Department of Transport (DoT), which allow operators to run abnormal-length or abnormal-load vehicles on public roads, effectively boosting their bottom line profitability.

The global truck transport industry is driven by the need to constantly improve payload efficiency, while simultaneously reducing fuel consumption and harmful exhaust emissions, improving road safety and limiting the industry’s impact on road surfaces.

The MAN Smart Truck logging vehicles have been introduced following extensive technical and in-field trials to ensure safety according to performance-based standards (PBS) criteria.

Technical drawings of the 25.7 m Smart Truck, combining the 480 hp MAN TGS 33.480BB with trailer manufacturer Afrit’s five-axle drawbar trailer, were sent to Australian company Mechanical System Dynamics, which classified the combination as being Level 2 Road-Class Access, as outlined in the PBS requirements.

TLS MD Brian Hunt says the fleet replacement operation follows a three- year vehicle-replacement cycle. He adds that TLS has a long-standing relationship with MAN Truck & Bus to reduce the total cost of ownership as a primary driver when it comes to fleet renewal, as well as enhance productivity.

“Six months ago, a MAN TGS 33.480BB test unit was put to work in our operation while its PBS approval process was under way. The fuel consumption figures it delivered outperformed the previous Smart Truck by 4 to 5 per 100 km, which translates into a R3-million-a-year saving for the Smart Truck fleet.”

The deployment of the new MAN Smart Trucks is the result of a close and ongoing working partnership between TLS, MAN, Afrit and the KZN DoT to ensure sustained compliance with Smart Truck performance standards, as well as national road and occupational health and safety regulations.

“The KZN DoT is a key player in help- ing us pioneer new frontiers in timber transport.

“Between 50 and 60 Smart Truck loads and the routes they travel on are monitored by the DoT every month. This auditing process is done in a spirit of collaboration and transparency and it is clear that government is keen to foster the development of truck technologies that can help meet its objectives to promote international competitiveness, carbon dioxide (CO2) emissions control and road safety,” Hunt says.

Governed by Sappi’s stringent service- level agreements, TLS operates on a 90% uptime principle, demanding high reliability from its vehicles.

“Forestry is an everyday business and having a vehicle that is able to get to loading points in plantations on forestry roads in inclement weather is crucial to our meeting our contractual obligations.

“The MAN TGS 33.480BB is able to go where no competitor model can, making it a clear winner for our application, where muddy off-road work is an everyday challenge,” states Hunt.

Further, the new Afrit Smart Truck trailers run on air suspension with an underslung drawbar, making them more stable on the road with less vibration, helping to reduce maintenance costs and limiting road pavement damage.

Powered by the MAN D26 480 hp common-rail engine with a MAN TipMatic automated gearbox and ZF Intarder, the TGS 33.480BB has a permissible gross combination mass of 90 000 kg and carries a maximum 48 000 kg payload in the Smart Truck configuration.

The 15 MAN Smart Trucks are backed by a four-year 600 000 km extended warranty, a full original-equipment manufacturer (OEM) maintenance contract and a guaranteed buy-back clause after three years.

“The parts and servicing costs on MAN trucks are between 25% and 30% less than those of competitor OEMs, delivering a yearly saving of R1.6-million across our fleet,” says Hunt.

With each new Smart Truck carrying 8 t more timber per load, the number of TLS trucks on the road will be reduced by 20%, easing congestion and road pavement damage, while improving employment opportunities for drivers.

“Smart Truck fleets use more drivers than conventional operations because shifts are eight hours long rather than the typical 12-hour forestry shift. Drivers undergo intensive training and are closely monitored to ensure they are healthy and not fatigued before they drive a Smart Truck.

“In fact, the Smart Truck accident rate is significantly lower than that of normal trucks at 0.2 accidents per one-million service hours, compared with 3.2 accidents per one-million service hours in regular timber combinations,” explains Sappi Forests transport development manager Robin Pretorius.

MAN Truck & Bus South Africa deputy CEO Bruce Dickson says, after several months of trial operation in the KZN area, the new MAN Smart Trucks have proved they have the power and fuel efficiency to meet the demands of a more stringent operating environment.

Further, MAN is able to significantly reduce CO2 emissions using current production models running on locally produced diesel.

“All of us at MAN are proud and privileged to be realigned with TLS and are confident that the partnership will create a win-win situation for Sappi and TLS, and for society,” concludes Dickson.

Delivering more freight per load at lower cost-per-ton than conventional rigs, PBS vehicles (or Smart Trucks as they’re now called) are redefining the way bulk commodities are moved by road both locally and abroad. If you’re a truck owner, you may be wondering how one gets to run such a rig. PAUL COLLINGS investigates the roll-out of Smart Truck permits in South Africa and discovers that it’s not an entirely "closed shop".
If you’ve driven the KwaZulu-Natal N2 or N3 highway in recent months, chances are you’ve passed an abnormal-length timber truck with a yellow diamond-shaped placard on its grille. Known as a PBS (Performance-based Standards) vehicle or Smart Truck, this rigid-drawbar combination has, until recently, been one of a pair of test vehicles hauling timber for Sappi and Mondi under the banner of the RTMS (Road Transport Management System).

“A further 30 Smart Truck/PBS permits have been issued to Sappi and Mondi following successful trials of the two test units,” says Chris Stretch, director: freight transport, KwaZulu-Natal Department of Transport. “All the participating hauliers – Timber24, Super Group and Timber Logistics – are RTMS accredited and only operate these vehicles on strictly controlled, predefined routes. While these are prerequisites for the granting of PBS permits, no-one is excluded from the process.”

Open doors at KZN DoT
According to Stretch, a PBS permit costs R22 000 per annum, while a mandatory annual RTMS audit costs in the region of R8 000, depending on the size of the fleet. “We don’t want to grant PBS permits to all and sundry but those operators who can furnish RTMS accreditation, compliant vehicle designs and accurate route plans are welcome to contact the KZN DoT to discuss obtaining a permit.”

 

 

Trailer2The efficacy of Smart Trucks to overcome several challenges facing the truck transport and bulk supply chain sectors has been proven by the two test units, carrying an average of 19% more payload than conventional rigs and using 13% less fuel per ton delivered. As reported in the April 2010 issue of FOCUS, being up to 25% longer than conventional timber trucks, Smart Trucks are safer than their predecessors and effectively reduce the number of trucks on our roads, thus reducing CO2 emissions, congestion and road damage. They also have the potential to significantly reduce the number of vehicles required to move product from plantation to mill, effectively easing the impact on road infrastructure and traffic flow.

The CSIR’s Paul Nordengen, who has been spearheading the introduction of both RTMS and the Smart Truck programme in South Africa, says, “The PBS approach can also work very effectively within existing legislation, and the vehicle simulation technology used to design PBS vehicles shows that certain truck configurations perform better than others in respective applications. Using these Finite Element Analysis design tools is like looking at something with a new set of glasses and road authorities and operators alike should adopt the technology to improve the efficiency and safety of road-going trailers in general.”

PBS spreads its wings
The momentum generated by the forestry industry through its PBS trials has carried the project into other applications, notably general freight, mining and sugarcane transport.

According to Riaan Barnard, special projects engineer at Crickmay & Associates (a leading supply chain efficiency consultancy that has been instrumental in the successful implementation of RTMS in South Africa), “PBS is aimed primarily at increasing the achievable vehicle payload and, based on investigations being undertaken in the coal and timber industries, it is expected that the current average 31-ton payload of coal trucks can be increased to approximately 48 ton, using the PBS guidelines. This has the potential to significantly decrease transport costs in the coal industry.”

The capital investment required for PBS vehicles, relative to existing vehicles, is approximately 31% more per-vehicle, adds Barnard. “However, when applying the principle over larger tonnages, the overall capital required decreases, because fewer vehicles are required as a result of higher payloads. In comparison, operating and maintenance costs are also reduced, based on lower fuel consumption and fewer vehicles on the road. A significant reduction in carbon emissions has been recorded in the timber industry, which was achieved through a reduction in the amount of fuel used per ton of product delivered,” he said.

With the enhanced cost efficiencies Smart Trucks bring to the logistics chain, the word is spreading fast amongst local hauliers operating in divergent applications. While Stretch and the KZN DoT have taken a bold political step in implementing PBS in the province, other provincial DoT offices aren’t quite as ready for this ‘new wave’ of truck transport.

Permits please!Says Nordengen: “Integral to the process of acquiring a Smart Truck/PBS permit is obtaining ‘Principle Approval’ from the provincial DoT authority upon whose roads the rig will operate. While the National DoT has embraced the PBS concept and has pledged its support ‘in principle’, achieving buy-in and the necessary approval from provincial DoT offices can be a very slow process. Mpumalanga is a case in point, where both coal and timber industries are vying for PBS permits but are enjoying very little support from the DoT office in Nelspruit.”

Suppliers in the mix
By contrast, both truck OEMs and trailer manufacturers are actively involved in promoting the roll-out of Smart Trucks in this country. “Our customers are hungry for permits to operate these vehicles,” says Johan Hagg, sales executive at Afrit, manufacturer of one of South Africa’s first PBS trailers. “Of course, before we discuss building a Smart Truck trailer, the transport operator needs to be RTMS accredited. From this point we start by analysing the application and the routes the vehicle will travel on. With these specifics to hand, along with those of a suitable prime mover, Afrit can commence the design process using vehicle simulation software to determine optimum design parameters as far as performance, efficiency and safety are concerned. Build-strength is obviously a point of departure on a PBS unit, but so is low tare mass, which is why Afrit only uses Domex steel and premium-quality running gear.”

According to Christo Kleynhans, product specialist at Mercedes-Benz South Africa, “we are supplying both 6x4 and 8x4 prime-movers to current PBS permit holders to assist in the effective load-mass distribution across axle groups. Complying with specific bridge formulae is central to the permit-granting process. We are currently investigating the possibility of using abnormal-load bridge formulae for PBS vehicles because they offer greater safety margins and with additional axles fitted to the PBS truck tractor, are less damaging to our road pavements.”

Hauling in the laggards
Evidently, PBS is not a ‘closed shop’ and plans are afoot to grant permits to transporters hauling commodities other than timber, coal and sugar, says Stretch. “The KZN DoT is putting pressure on other provinces to grant PBS permits.  Barloworld Logistics is the first general freight haulier to gain RTMS accreditation and it is just a matter of time before it is granted a PBS permit to run the N3 route between Durban and Gauteng. The wheels are in motion and the Smart Truck research programme is likely to expand.”

While Transnet may be ramping up its freight-by-rail infrastructure, it is clear that road transport will have to continue being the primary conveyor of freight across South Africa. “Smart Trucks offer a viable and sustainable solution to so many problems facing not only the road transport industry, but industry, government and the general public as well,” says Stretch.
Barnard concludes by saying, “PBS is becoming an established fact in South Africa. The demonstration of good governance by companies seeking PBS permits is the key to creating the necessary trust with both the public and government, which is ultimately the prerequisite before any concessions will be granted for operating Smart Trucks on South African roads.”
